How to Record a Meeting Offline and Turn It into Text

Capture the meeting without a cloud notetaker, then transcribe the file on-device or in the cloud once you know which limit you hit.

An offline meeting recorder solves a capture problem: the room has no reliable network, or you do not want a cloud notetaker in the call. Transcription is the next problem, and it starts only after you have a file. A browser cannot invent that file from a call it cannot hear.

Separate recording from transcription

Recording stores audio. Transcription turns stored audio into text. Plenty of "offline meeting recorder" roundups mix the two, then recommend a notetaker that still needs an account and an upload. Use this split instead:

  • In the room, with no network: record on a device that does not need to upload in order to press record. A phone voice memo, a handheld recorder, or the meeting app's local recording mode are the usual options. Confirm local save in that app's own help before you depend on it.
  • On a laptop, during a video call: system or app recording is what captures the remote speakers. Whisper Web's browser recorder does not. It calls the microphone only, so a laptop mic in a video call records you more clearly than the people on the speakers.
  • Afterward: copy the file to the machine where you will transcribe it. MP3, M4A, WAV, MP4, and WebM are the formats the meeting workflow expects.

A recording setup that still works on a train or in a basement

  1. Tell people you are recording before you start, including when a bot is absent. Offline capture is easier to forget to disclose, not easier to justify.
  2. Record a local file. For an in-person meeting, put the recorder or phone where all speakers are audible. For a video call, use the meeting platform's recording control or an OS recording that includes system audio. Save to the device, not only to the vendor's cloud.
  3. Check the file before you leave. Play five seconds from the start and five seconds from the end. A two-hour meeting that never left the recorder's buffer is a common failure.
  4. Note the length and size. Under 20 minutes and 200 MB can use free local transcription. Over either limit, the Whisper Web path is Unlimited cloud upload.
  5. Transcribe when you have the right connection for the path you chose. Free transcription needs the model once. Cloud transcription needs the network for the upload and the job.

What "offline" means for Whisper Web

What Whisper Web can and cannot do with the file

Use this only when the job is a recording you already have, or a microphone recording you make in the browser. Whisper Web is not a meeting bot, an enterprise meeting workspace, or a dictation layer that types into other apps.

  • Free, in the browser: transcription stays on the device. Free files are limited to 200 MB and 20 minutes. A free dashboard batch accepts up to 5 files. Export the edited text as TXT, Word, SRT, VTT, or JSON.
  • Unlimited, in the cloud: the published plan is US$20 per month, or US$120 per year. Files are uploaded for cloud transcription. The published limits are 10 hours or 5 GB per file, with batches of up to 50 files, saved history, and sync across devices. The pricing FAQ says those uploaded files are deleted after transcription. Cloud jobs need a network connection and start from the dashboard.
  • Microphone, not system audio: the in-browser recorder asks for the microphone. It does not capture the other side of a Zoom, Meet, or Teams call. Record that audio in the meeting app or the operating system, then open the file.
  • No automatic speaker names: the transcript is one continuous text. Add speaker names yourself while editing. The interview transcription page states this directly.
  • First visit downloads a model: the free path needs a network connection the first time the speech model is fetched. The product FAQ says free transcription can continue offline after that download. This article does not add a new offline test, so try it on your own machine before you rely on a room with no network. Loading the website still needs a connection.

Do not plan an air-gapped transcription on the strength of this article alone. The product FAQ says the free plan works offline after the model download. Verify that once on the laptop you will actually carry, with the network disabled, using a short file you can afford to re-run. If the model has not been downloaded on that browser profile, the run will need the network first.

Choose a recorder with these tests, not a ranking

  • It starts recording with no account prompt.
  • The file is on the device before any sync.
  • You can export a normal audio or video file without a proprietary player.
  • Battery and storage cover the longest meeting you actually run.
  • For remote participants, it records their audio, not only the room mic.

Any app that only "records" by sending a bot, or that refuses to save until it can upload, is not an offline recorder. It may still be a good online notetaker. The bot-free meeting guide is the decision between those modes.

Frequently asked questions

Can I transcribe the meeting while I am still offline?

Only after the speech model is already stored in that browser and the file fits the free limits. A first visit, a 200 MB file, or a recording over 20 minutes does not meet that bar. Longer files use cloud processing from the dashboard.

Will the browser recorder capture Zoom?

It captures the selected microphone. It does not capture system audio. Use Zoom's own recording, or an OS recorder that includes computer audio, and then transcribe that file.

What if the only copy is on someone else's phone?

Get the file by a transfer you are allowed to use, then transcribe your copy. A meeting-note subscription on their laptop does not give you the audio.
